The rules and orders that underpin our organisation

Copies of all the legislation governing the HCPC are available below. The legislation provides for how the HCPC was established and how it operates.

The legislation includes the detailed rules for several HCPC processes.

Our Rules are made under the Heath Professions Order 2001. They are made by HCPC's Council following consultation, and approved by the Privy Council with the exception of the Education and Training Committee (Rules) 2023. These are made by the Council acting alone.

The Rules set out the detailed procedures and requirements for several key HCPC functions.

Rules which have not been amended are provided in their official and original form, published by the OPSI. Those which have been amended have been provided in consolidated form. These have been provided by our solicitors and parliamentary agents as internal working documents and they have no official status.

The Health Professions Order was made under section 60 of the Health Act 1999 and came into force on 12 February 2002.

The Health Professions Order 2001 is provided in two forms - the official and original version of the order published by the Office of Public Sector Information (OPSI) and an unofficial consolidated version incorporating all of the amendments made to the order up to 1 December 2023. The consolidated version is an internal working document produced by our solicitors and parliamentary agents which has no official status. A consolidated version of the constitution order is also provided.
