Regulates health and social care services in England and NHS foundation trusts

The Care Quality Commission (CQC) is the regulator for all health and social care services in England and Monitor is the regulator for NHS foundation trusts. 

The CQC monitors, inspects and regulates services to make sure they meet fundamental standards of quality and safety, and it publishes its findings, including performance ratings, to help people choose care. We have a memorandum of understanding and joint operating protocol with the CQC. 

Monitor is responsible for protecting and promoting the interests of patients, by making sure that healthcare provision is effective. It also assesses NHS trusts for awarding 'foundation trust' status, monitoring the leadership of foundation trusts, in particular their quality and finances.
